Poland, Spain, France, Sweden, the Czech Republic, Portugal and Greece lagged somewhat behind, together accounting for a further 41%.
From 2013 to 2024, the most notable rate of growth in terms of paper, amongst the leading producing countries, was attained by the Czech Republic (with a CAGR of +20.9%), while paper for the other leaders experienced more modest paces of growth.
Imports
European Union's Imports of Household and Sanitary Articles of Paper
In 2024, after two years of growth, there was significant decline in supplies from abroad of household and sanitary articles of paper, when their volume decreased by -25.7% to 1.9M tons. Overall, imports showed a relatively flat trend pattern. The most prominent rate of growth was recorded in 2022 when imports increased by 7.5% against the previous year. The volume of import peaked at 2.6M tons in 2023, and then dropped rapidly in the following year.
In value terms, imports of household and sanitary articles of paper shrank remarkably to $5B in 2024. In general, imports, however, recorded a relatively flat trend pattern. The most prominent rate of growth was recorded in 2022 with an increase of 22%. The level of import peaked at $7B in 2023, and then declined significantly in the following year.
Imports By Country
In 2024, Germany (349K tons), followed by France (216K tons), the Netherlands (215K tons), the Czech Republic (141K tons), Spain (129K tons), Belgium (111K tons) and Austria (88K tons) were the main importers of household and sanitary articles of paper, together creating 65% of total imports. The following importers - Denmark (77K tons), Ireland (74K tons) and Sweden (64K tons) - together made up 11% of total imports.

Over the period from 2013 to 2024, it increased at an average annual rate of +1.2%. The most prominent rate of growth was recorded in 2022 when the import price increased by 14%. Over the period under review, import prices attained the peak figure at $2,718 per ton in 2023, and then declined modestly in the following year.
Average prices varied somewhat amongst the major importing countries. In 2024, major importing countries recorded the following prices: in Belgium ($3,160 per ton) and Ireland ($3,041 per ton), while the Czech Republic ($2,324 per ton) and Germany ($2,412 per ton) were amongst the lowest.

Exports
European Union's Exports of Household and Sanitary Articles of Paper
In 2024, exports of household and sanitary articles of paper in the European Union declined to 2.9M tons, waning by -2.5% against the previous year's figure. The total export volume increased at an average annual rate of +1.1% over the period from 2013 to 2024; the trend pattern remained consistent, with only minor fluctuations throughout the analyzed period. The most prominent rate of growth was recorded in 2022 when exports increased by 6.2%. As a result, the exports attained the peak of 3M tons. From 2023 to 2024, the growth of the exports of remained at a somewhat lower figure.
In value terms, exports of household and sanitary articles of paper reduced markedly to $5.8B in 2024. In general, exports, however, showed a relatively flat trend pattern. The most prominent rate of growth was recorded in 2022 when exports increased by 22% against the previous year. The level of export peaked at $8.1B in 2023, and then shrank rapidly in the following year.
Exports By Country
The Netherlands was the major exporter of household and sanitary articles of paper in the European Union, with the volume of exports finishing at 819K tons, which was approx. 29% of total exports in 2024. Germany (371K tons) took a 13% share (based on physical terms) of total exports, which put it in second place, followed by Italy (12%), Poland (9.3%), France (6.7%), Spain (5.3%), Sweden (4.7%) and Portugal (4.6%).
The Netherlands was also the fastest-growing in terms of the household and sanitary articles of paper exports, with a CAGR of +20.7% from 2013 to 2024. At the same time, Portugal (+6.9%) and Spain (+2.2%) displayed positive paces of growth. Poland and Sweden experienced a relatively flat trend pattern. By contrast, Italy (-2.3%), France (-2.6%) and Germany (-4.0%) illustrated a downward trend over the same period. From 2013 to 2024, the share of the Netherlands and Portugal increased by +25 and +2.1 percentage points, respectively. The shares of the other countries remained relatively stable throughout the analyzed period.

Export Prices By Country
In 2024, the export price in the European Union amounted to $2,031 per ton, dropping by -26.2% against the previous year. In general, the export price recorded a relatively flat trend pattern. The pace of growth was the most pronounced in 2022 when the export price increased by 14%. Over the period under review, the export prices reached the maximum at $2,753 per ton in 2023, and then declined rapidly in the following year.
There were significant differences in the average prices amongst the major exporting countries. In 2024, amid the top suppliers, the country with the highest price was Germany ($3,115 per ton), while the Netherlands ($495 per ton) was amongst the lowest.
From 2013 to 2024, the most notable rate of growth in terms of prices was attained by Portugal (+2.5%), while the other leaders experienced more modest paces of growth.
